Know the Arizona rule

Arizona does not let just anyone serve.

This is the single most important difference between serving papers in Arizona and serving them in California, and it catches out-of-state counsel constantly.

In California, Code of Civil Procedure section 414.10 lets any person at least 18 and not a party serve a summons, and registration only becomes mandatory above 10 services a year for compensation. Arizona has no equivalent opening. To act as a private process server in Arizona you must be certified. Applications, renewals and discipline are handled through the Clerk of the Superior Court in the server's county of residency, and certified servers must know and follow the Arizona Code of Judicial Administration section 7-204.

The Arizona Supreme Court's Certification and Licensing Division publishes a public directory of certified private process servers. That cuts both ways: it means you can verify any server before you hire them, and it means opposing counsel can verify the one you used.
